UK Councils Intend to Dispose of Community Hubs and Sports Centres to Manage Finances

Based on a recent survey of local authorities, English councils are preparing to offload social clubs, sports centres, and retail spaces as they rely on a rapid disposal of assets to stabilize finances.

Growing Fiscal Challenges Drive Asset Sales

The Key Cities Group representing second-tier cities in England stated that six out of ten of local authorities are planning to dispose of properties to meet the escalating costs of adult and children’s social care.

Local governments have in the past come under fire for selling public land and land to shore up their budgets, but they argue they must continue to raise vital cash from asset sales or declare themselves bankrupt.

This coalition noted that a significant number of councils seeking to raise money from a quick sale of assets represented “a distinct shift from 2024, when the majority (six in ten) of local leaders said they would focus on service redesigns and using financial reserves to weather increasing fiscal pressures.”

Detailed Examples of Planned Sales

Medway Council in Kent said its asset disposal plan featured the disposal of a retail complex in a local town and a community venue in another town to raise 20 million pounds over the next half-decade.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be sold under the plan.

Council Tax Rises and Wider Fiscal Pressures

The survey of councils in the coalition, which includes several urban centers, also found that over seven in ten of authorities will need to raise local levies next April to cover the growing cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council said it will proceed with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting creative strategies but some of these require time to achieve both improved services and cost efficiency,” said Vince Maple.

He added: “There are demographic pressures which will persist to increase the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Patterns and Projections

A survey of regional authorities recently further found local finances being strained by the growing number of young people and older individuals requiring special educational assistance.

The County Councils Network said that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they struggle to cope with increased demand.

Ministers have delayed scheduled changes to the Send system until next year after a policy document outlining those changes was recently delayed.

Deprivation and Financial Gaps

According to the most recent indices of deprivation (the Index of Multiple Deprivation) for English councils, several participating urban areas were among the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the latest deprivation indices,” said the study.

“While only a single urban area is among the ten most deprived for deprived neighbourhoods nationally, cities are far more likely to be in the most deprived fifth of the nation. The data underscores the scale of difficulties confronting local leaders across major urban centers in the next twelve months,” the report added.

“Local government leaders have been explicit about the need for a equitable and lasting financial structure that reflects and responds to the real levels of deprivation and demand,” said a council leader.

“Without this, local authorities will continue to face impossible choices around which vital provisions to fund, and which to reduce, to the detriment of their residents.”

A fifth of local authorities have reduced or weakened care services in the last year, the survey found.
